speaker, leaders reid and mcconnell. today when congress bestows the congressional gold medal on arnold palmer, we will be honoring a living legend. he is an icon of american sports and a success in all of his endeavors. a humanitarian, businessman, philanthropist. he personifies the american dream, the idea that anyone can travel as far as their talent will carry them. we think him for his service in the coast guard, for protecting that american dream for all americans. born to humble beginnings and raised in latrobe, pennsylvania, arnold rose from blue-collar roots to becoming the king, the king of golf. as king of golf, he raised up arnold's army. he always demonstrated etiquette, courtesy and friendship to fans and competitors alike. as arnie's army followed him on the course, he taught everyone about perseverance and discipline. he taught us that you can be six strokes ahead, and still lose. but you can be strikes -- six strokes behind and still win. as he said, he always made a total effort, even when the odds seem

i went to see senator mcconnell in his office. i said, "mitch, what do you think about seeing whether there is any opening whatsoever?" and i was so pleased when he said, "well, let's give it a try. let's be careful. let's proceed judiciously." on the way out of his office, he stopped and showed me a letter from suu kyi to him. we knew that at some point change would have to come, but whether it would be a year, a decade, or longer, no one could predict. but very carefully, in close consultation with the congress, we began sending assistant secretary campbell and then now-ambassador derek mitchell in let's be careful. the position created by the congress of special envoy, listening, probing, seeing whether there was something happening. and slowly change started. and of course, when the house arrest was finally lifted and the voice of this remarkable woman could be heard more broadly, we knew that the united states had to be not only supporting the change, but carefully nurturing it to ensure that it did not end up being hijacked,

now we're talking about reid and mcconnell and the senate. has john boehner been deemed powerless by the developments and what the house voted and did not vote on that million dollars threshold? >> well, i don't know that i'd say powerless because if it does pass the senate he becomes quite powerful, but he's definitely on the sidelines on this president, and that may be just as well, quite frankly because i have to say if you bet on boehner and obama getting into a room together and making a deal, you'd have lost a lot of money over the last couple of years. on the other hand, when reid and mcdonnell, the two senate leaders get into a room together, they somehow seem to be able to find an accommodation. i think there's much more for compromise with the senate leaders. let them make a deal, i'm sure reid is talking to the president and conversely, mcconnell is talking to boehner what they can go for, but probably to have the actual deal making going on between the two senate leaders. >> dave: chris, i want to say farewell, last time i'll chat

this is spokesperson from senator mitch mcconnell's office. last night the president called senator mcconnell, the first democrat to do so on the fiscal cliff since thanksgiving and other leaders to talk about the need for the senate to act. the leader is happy to review what the president has in mind but to date the senate democrat majority has not put forward a plan. when they do members on both sides of the aisle will review the legislation and make decisions on how to best proceed, end quote. this is a serious back and forth. let's get some perspective. chief congressional correspondent mike emanuel is live for us in washington. a short time ago, another key lawmaker did not sound very optimistic, mike. >> reporter: harris, you would be right. that would be senate majority leader harry reid. seemed kind of irritated that house republicans and all house members are not here in washington trying to work out a deal on the fiscal cliff. here is more from leader reid a short time ago. >> if we go over the cliff and it looks like that's where we

senators reid and mcconnell are discussing an agreement. given how things happen working in this town we always have to wait and see until it actually happens. the one thing the american people should not have to wait and see is some sort of action. if we do not see an agreement between the two leaders in the senate, i expect a bill to go on the floor, and i asked senator reid to do this, put a bill on the floor and make sure that taxes on middle-class families to not go up, the unemployment insurance is still available for 2 million people, and that lays the groundwork for additional deficit-reduction and economic growth steps we can take in the new year. but let's not miss this deadline. that is the bare minimum we should be able to get done. and it should not be that hard. democrats and republicans both say they do not want to see taxes go up on middle-class families. i just have to repeat. outside of washington, and nobody understands how is that this seems to be a repeat pattern, over and over again. ordinary folks, they do their jobs.
